The preliminary design includes a feasibility and analysis of a roundabout for the intersection of Meadowlark Lane and Sara Road.
Final design includes Sara Road from NM 528 to Meadowlark Lane and a possible roundabout at the intersection of Sara Road and Meadowlark Lane.
The design addresses improvements including reconstruction of the road, ADA compliance, lighting, drainage, utility infrastructure and a possible roundabout at the intersection of Sara Road and Meadowlark Lane.
Final design is anticipated spring 2026.
A virtual public meeting was held on October 8, 2025 at 6 pm.

Status Log:
- January 2026: Project reclassified to categorically excluded for HUD grant due to the findings of no impact per HUD requirements. Environmental Review record being updated. Request for release of grant funds expected in early Spring.
- December 2025: Preliminary Site Assessment final report received, the borings and test results indicate there is no contamination from past spills into the project corridor. Start of Environmental Review update to include this new information.
- November 2025: Preliminary Site Assessment borings were completed in September/October, final report and laboratory test results expected in December 2025.
- October 2025: A public meeting was held on October 8, 2025. The purpose of the meeting was to present information on the status of design of improvements, discuss how to navigate a roundabout, current funding, schedules, and to provide an opportunity for the public to comment.
- August 2025: Preliminary Site Assessment to conduct borings to test for soil contamination due to leaking fuel tanks located at two gas stations near the project corridor scheduled for September. Results will be published with Environmental Review Record on the project page and available through HUDs environmental review site which will be posted on this page once completed.
- July 2025: Awaiting boring testing to complete FONSI and submit Environmental Review Record to HUD and publish findings on the City website for public comment
- June 2025: City amended scope for environmental review to include boring locations found in the initial site assessment for leaking fuel storage tanks at two gas stations near project corridor
- March 2025: City and Contractor continue work on Environmental Review. Once completed the City will publish the full Environmental Review & Archeological Survey including Historical Properties Review for public comment.
- February 2025: Environmental Review and Archeological Survey & Historical Properties Impact submitted for City review.
- January 2025: 90% review submitted and reviewed. Contractor progressing to finish Environmental Review - Initial Site Assessment, Archeological Survey & Historical Properties Review.
- October 2024: 90% design progressing. Environmental Review process started, field meeting to discuss water, sewer, lighting, and ITS conducted.
- August 2024: 60% design submitted and reviewed. Contractor progressing to 60% design.
- June 2024: The City of Rio Rancho awarded CPF grant administered through Housing and Urban Development for this project. City and Contractor working on updating project to grant specific requirements.
- April 2024: 30% design submitted and reviewed. Contractor progressing to 60% design.
- March 2024: Project Scope and Schedule updated to include federal funding requirements.
- January 2024: Project kickoff meeting.
