What is CDBG?

The Community Development Block Grant (CDBG) is an entitlement program that is administered through the U.S. Department of Housing and Urban Development (HUD).

Who receives CDBG funds?

HUD considers communities with populations greater than 50,000 as entitlement communities. Entitlement communities automatically receive a CDBG grant from HUD. HUD calculates the amount of CDBG grant funds for entitlement communities based on population size and the number of low-to-moderate income persons in the community. The City of Rio Rancho receives the CDBG Entitlement Grant and has received the grant since 2000. The amount changes each year but is typically more than $400,000 and provides neighborhood and public services to our low-to-moderate income residents and designated eligible areas or neighborhoods.

Applicants (sub-recipients) are awarded funding on an annual competitive basis to implement activities which meet the eligible criteria as established by HUD and the Goals and Objectives as defined in the City’s Consolidated Plan. The CDBG program year is July 1 through June 30 each year; the same as the City’s fiscal year.

The City of Rio Rancho's CDBG Entitlement Grant program conducts an annual competitive funding process in which applicants submit requests for CDBG funding. In order to qualify for award, applications must be for projects that meet HUD's National Objectives and be for activities deemed eligible by governing HUD regulations. Applications for the 2023 program year (July 1, 2023 - June 30, 2024) are available below. Applications are due January 31, 2023 at 5:00 PM.

The Consolidated Plan is a five-year strategic plan that describes the community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions and other available resources. The current Plan was updated with a substantial amendment, due to funds received for Covid-19.

The entitlement grant serves as the City’s primary financial resource to preserve and increase quality affordable housing, provide services to individuals and families in need, and to strengthen economic and workforce development in Rio Rancho.

The City encourages residents to participate in the engineering of community development efforts by giving citizens the opportunity to prioritize how funding should be invested in Rio Rancho neighborhoods.

To facilitate the goals and objectives of the Consolidated Plan, the City releases an application, or request for proposals, to non-profit agencies and City Departments interested in funding from the City’s CDBG Grant based on public input and recommendations made by the Capital Improvement Plan Citizen's Advisory Committee (CIPCAC).

What is the Rio Rancho Housing Opportunity Program (RRHOP)?

The Rio Rancho Housing Opportunity Program (RRHOP), also known as the Down Payment Assistance Program (DPA), is a partnership between the City and various lending institutions. The purpose of the program is to provide qualified first-time home buyers with a zero interest loan/grant to assist with purchasing a home. No more than 50 percent of the required down payment and reasonable closing costs, up to a maximum of $5,000, may be awarded to qualified first time home buyers.

Do I qualify for RRHOP?

Interested persons should contact their local lenders to begin the “paperwork” to qualify for the program.

Approximate closing dates should be scheduled according to completed application packet submission. A COMPLETED PACKET DOES NOT ENSURE AN APPROVAL OF FUNDS. Funding for this program is limited and the City will post the information on this site when funds have been depleted.
