Short-term Rental Permit Application

  1. Starting July 1, 2025, short-term rentals will be authorized to operate in Rio Rancho with a valid permit issued by Development Services. A short-term rental permit is required to operate, rent, offer to rent, or advertise a short-term rental within the City. 

    This application includes instructions to prospective permit holders on the permit application process. The permit application must be completed by the prospective permit holder. Applicants are encouraged to prepare all required information and documentation prior to starting the application. Applications will be considered "complete" once Development Services has notified you that the application fee has been paid and all information listed below has been properly submitted.

    Important Note: You may submit an application without creating a CivicPlus account; however, if you wish to save the application to complete at another time, you will need to create and sign in to your account. 

    At the end of the application, you must upload a site plan and a certificate of insurance.

  8. Section 2: Emergency Contact Information

    You must have a responsible party available to respond to the short-term rental property within an hour, 24 hours a day, 7 days a week. This person will be contacted in the event there is a complaint about or issue with the property.

    Please list all hosting platform website URLs that your property will be listed as a short-term rental.

    Applicants are required to access and read all attached documents.

    To complete your application you will need to submit the following documents:

  15. *Site Plan may be hand drawn or digital as long as it is legible and contains the required information.

  16. *Please provide proof of short-term rental insurance coverage for each unit with minimum coverage of $250,000 per unit.

  17. *Only required if the permit holder is not the owner of the property.

  18. Section 6: Attestations

    It is unlawful to operate any short-term rental unit within the City of Rio Rancho in violation of any of the provisions contained within the Short-term Rental Regulations Ordinance. Development Services may issue a fine of up to $500 per day for a violation of the short-term rental permit requirements. Development Services may also revoke any short-term rental permit or fine any short-term rental operator/host for non-compliance with any requirement. Failure to pay any fine imposed by Development Services within 15 days may result in the revocation of the short-term rental permit. Lastly, anyone operating a short-term rental in violation of the Short-term Rental Regulations can be cited to Municipal Court with a penalty of up to $500 per violation and/or 90 days imprisonment.

  20. Your application is not complete until you receive notice from Development Services. Once you submit this application, you will receive an invoice for the application fee of $100 from Development Services. If your application needs additional information, Development Services will contact you at the email address listed in this application. Once all information has been completely and accurately submitted, Development Services will notify you that your application is complete and it’s time to schedule your inspection. Completed applications will be considered in the order in which they are received. Applications will be considered "complete" once Development Services has notified you that the application fee has been paid and all information listed below has been properly submitted and reviewed. Failure to provide complete information or falsifying information will result in a delay in reviewing your application or denial of your application. 

    You will additionally need to complete the Business Registration process through the City Clerk’s office and create an account on the City’s Lodger’s Tax Portal.
