Library Cards & Borrowing Materials
Library cards are easy to obtain, and all Library users, both young and old, need to have their own Library card. All New Mexico residents are eligible to apply. Library cards are nontransferable.

To apply for a Library card, either one of the following is required:
  • Current picture ID with current address or
  • Current picture ID and proof of current address (examples include: utility bill or other piece of mail, check with the new printed address, car registration or insurance, or voter registration card)

Customers who do not have photo ID and/or proof of address, children aged 13 and over who are at the Library without a parent, and non-residents are welcome to apply for Library cards with limited borrowing capabilities.

If you forget to bring your Library card to the Library, you may check out two items using a photo identification such as a driver's license.

The Library has collections of books, magazines, audiobooks, music CDs, and DVDs that can be borrowed using a Rio Rancho Library card. There are materials appropriate for adults, teens, and children.

Cardholders with a "customer" account may have a maximum of 30 items checked out at any one time.

Important Information for Library Cardholders
We know you value your Library card. Library card ownership is also a responsibility.  
Below is some information to help you take good care of your account, and ensure your access to Library services for years to come.

Account privacy and security. You are required to enter your Library card number whenever you access your account online, check out at a self-service machine, or log in to a Public Computer at the Library. To make sure we are working with the proper cardholder, you will be asked for your Library card number when you call us to inquire about your account, renew items, or place holds.  We understand this may be perceived as an inconvenience, but requiring a card number and/or I.D. helps us ensure your Library account is safe, secure, and private.

Do not lend your card. Library cards are issued to individuals and are non-transferable. You are responsible for everything checked out on your card. Keeping your card for your personal use is the best way to make sure you are not charged for materials you do not have in your possession.

Report a lost or stolen card immediately by contacting the Library at (505)891-5013; option “Circulation”. Reporting your lost or stolen card blocks your account and prevents you from being financially responsible for items checked out without your permission. Further, it protects Library resources. 

Return or renew all borrowed materials on time and in good condition. This keeps your account in good standing.
  • Return borrowed items to any Rio Rancho Public Library branch even if it is not the same one where you checked them out.
  • Renew items through My Account online, or by calling the Library at (505)896-5013; option “Circulation” (please have your card number ready when making this call), or by visiting your local Library.

Overdue Accounts
  • The Rio Rancho Public Library does not charge daily overdue fines. 
  • We make multiple attempts to notify you when your account becomes overdue.
  • 3 & 7 days overdue: we send a phone message or an email with the information that there are past-due items on the account.
  • 21 days overdue: we send an email or a letter that includes the replacement charges for any overdue items, in case they are lost or damaged.  At this time, we also suspend accounts until the items are returned.  Returning all overdue items in good condition clears your account and allows you to begin using your card again.
  • 42 days overdue: accounts become eligible for referral to our materials recovery service which includes a $15.00 service charge that must be paid, along with returning or paying in full for all overdue items to clear your account. 

Your Contact Information
  • The contact information in your account is used to send you notices about holds ready for pick up and overdue items.  Make sure your contact information is always up-to-date.  The Library is not responsible for notices you miss because we do not have your current email address, telephone number, or USPS mailing address.
  • Update your contact information in person at any Rio Rancho Public Library branch; or by calling the Library at (505)891-5013; option “Circulation” (please have your card number ready when you call).
  • Email notification, if you have an email address, note that this is the fastest and most effective way to receive notices.  Set up email notification in person, or by contacting the Library at (505)891-5013; option “Circulation” (please have your card number ready when you call).
  • If you receive email notices, you can help ensure Library emails are routed to your in box, rather than to a spam or junk mail folder. Add to your approved senders list.

Card Renewals: Most Library cards are issued for three years. When it is time to renew your card, please do so in person at either branch Library. Make sure to bring your Library card, photo I.D. and proof of mailing address (if it is not on your photo I.D.) with you when you renew.
  • If you are unable to get to the Library for a card renewal, and need access to your online account, please call (505) 891-5013; option “Circulation” or a Rio Rancho Public Library branch for a temporary, up to four week, extension (please have your card number ready when you call).

Lost or Damaged Item Charges to Your Account: We will work with you to make payment or replacement arrangements that meet your needs. Items that are lost or damaged need to be paid for to clear your account.  In some circumstances, we can accept replacement copies of lost or damaged items in lieu of payment. To ensure the replacement item meets Library requirements, please contact the Library at (505)891-5013; option “Circulation” before you buy a replacement.

Pay Charges to Your Account: you may do so in person at either Library branch with cash, personal check, money order, major credit card; or by calling the Library at 505-891-5013; option “Circulation” and make your payment by using a major card; or by mailing a check or money order payable to:

To make sure the proper account is credited, please include your Library card number with your payment. 

Refunds: If you find a lost item after paying for it, a refund can be issued if the payment was made within the last 60 days and the item is in good condition. Please return the item in person to a Rio Rancho Public Library branch Circulation Desk and inform a staff member that you would like a refund for the item. A check from a City of Rio Rancho account will be mailed to you within 10 - 12 weeks. Charges for missing media, damaged items, and collection fees are non-refundable.

Materials Recovery / Collection Agency: If your account is referred to the Library's collection agency, the best action you can take is to return all items on your account in person to the Circulation desk. Once the items are checked in, your account will be cleared with the exception of the $15.00 service charge that was added to your account at the time it was referred. You will need to pay the replacement costs of any items you cannot return. Please contact the Library at (505)891-5013 option; “Circulation” if you need help with or information about our materials recovery program. 

Card Replacements. If your card is worn out or has been stolen, replace it in person at the Library. Make sure to bring your current photo I.D. and proof of mailing address (if it is not on your photo I.D.) when you visit.  There is no charge for worn out or stolen cards. There is a $1 fee to replace lost cards.

Returning Materials
Materials checked out from Loma Colorado Main Library may be returned to Esther Bone Memorial Library and vice versa. Library materials from either Library can be requested and will be delivered to the appropriate Library for pickup. Notification will be made when the item(s) are ready.

Mis-returned Materials 
A substantial number of items are received at Rio Rancho Library that belong to other libraries, agencies or are personal materials. There is no tracking mechanism or staff to handle these items for customers on an individual basis.   The Library will not be held responsible for lost mis-returned items.  Please contact the Rio Rancho Public Library regarding the item you may have returned in error and ask them to check their mis-returned shelves. You must provide the book title and the owning Library/agency for your request to the Library staff.

Rio Rancho Public Library has a verbal reciprocal arrangement for the return of materials from/to the following locations on an irregular basis:
