The mayor is the recognized ceremonial head of Rio Rancho's city government. Within the boundaries established by the City Charter's ordinances and resolutions, the mayor presides over Governing Body meetings and represents the city in intergovernmental relationships. The mayor also exercises legislative, administrative, and executive powers.

Hull was elected as mayor in April 2014 via a runoff election to a four-year term, and was re-elected in March 2018. The next mayoral election will be March 2022. Rio Rancho Governing Body members are elected in non-partisan elections.
