ROW Permits

The Development Services Right-of-Way (DSD ROW) Permit is for contractors who perform work within the City of Rio Rancho Right-of-Way not associated with City Capital Improvement Projects.

Important Information:

  1. City of Rio Rancho permit fees for will be accessed in accordance with City Ordinance Chapter 96.
  2. The permit will not be processed until all necessary documentation has been submitted.
  3. Requester must fill out the DS-ENG-03(E) DSD ROW Permit App electronically.
  4. No handwritten forms will be accepted.
  5. Incomplete forms will be returned to the Requestor.
  6. Requester must include detailed information about the scope of the work, size of the work zone, and duration of the work.
  7. Fines may be assessed for non-compliance.
  8. Right-of-Way Permit and the Traffic Control plan (TCP) must be submitted together via e-mail to the City.
  9. Faxed forms will not be accepted.
  10. Permits must be submitted a minimum of 7 working days prior to work start date.

 

Obtaining a DSD ROW Permit:

  1. Have a current City of Rio Rancho business license, excavation bond in the amount of at least $10,000, and insurance on file with the City. Fees and fines from previous permits must be up to date.
  2. Complete the DS-ENG-03(E) DSD ROW Permit App by clicking the link above.
  3. The form must be filled out electronically. Typing your name on the signature block is an acceptance of the terms listed in the application.
  4. Provide a certified Traffic Control Plan (TCP).
  5. E-mail both the completed/signed DSD ROW Permit Form and the TCP to our e-mail address in one e-mail.
  6. Incomplete submissions of Right-of-Way Permit Forms will not be processed. The Requestor will be notified via e-mail of any deficiencies (incorrect or incomplete) with their TCP.
  7. Permits will be approved within 7 working days after receipt of the complete ROW Permit Form, including accurate TCP, bond, and insurance.
  8. When the Permit is approved an email will be sent to the Requestor notifying them of the approval, the amount of the permit fee, and that they need to pay for their permit fee online ………….
  9. Once the permit fee has been paid the requester shall notify the City via email to our e-mail address.
  10. The Requester will be notified via email with the final approved permit. 
  11. A copy of the Permit and TCP must be available for inspection on the job site at all times.
